PROJEST / Monitoring Of Media During Parliamentary Elections In The Kyrgyz Republic



Rationale
The political developments in the former Soviet republics have had a negative influence on media development in Central Asia. The Rose and Orange Revolutions in Georgia and Ukraine sharpened the expectations of some, while the fear among Central Asian governments, perceiving the media, NGOs and International Organizations as possible leverages for revolutionary change, lead to greater efforts to control mass media and to increase pressure on them. A number of parliamentary elections in Tajikistan, Kyrgyzstan and Uzbekistan between December 2004 and March 2005 led to increasing tensions and vigilance by the Central Asian authorities.

Objectives
The "Media Monitoring and Elections" project will be conducted in the run up and during the Parliamentary and the Presidential Elections in Kyrgyzstan. It consists in reinforcing activities of monitoring of the media coverage and encouraging media to consider development of professional ethic and conduct. The project will be conducted in partnership with INTERNEWS.
The monitoring is aimed at
serious observation of media performance during pre-election campaign
access to the state media for the pro-government and opposition candidates and
measurement of participation from state, public and political structures during pre-election campaign.

Activities and results

During the covered period, from 31 of January to 14 of March 2005, the main monitoring office was based in INTERNEWS office in Bishkek and regional offices in each oblast centre: Karabalta, Karakol, Naryn, Talas, Osh, Jalal-Abad, Batken and Kyzylkiya.
A press conference, held in March 2005, announced preliminary findings of the monitoring during the first round of parliamentary elections.
Five weekly reports have been produced on media coverage of Parliamentary Elections respectively in Bishkek and in the regions.
