The successive wars in former Yugoslavia have led to division of territories, the exodus of entire populations and the unmixing of ethnic groups. This fragmentation can be observed at all levels of public life and led to the disruption of shared values.

Nevertheless, in order to ensure a peaceful future for the entire region, a common understanding of human rights and a consensus on the status of minorities and the cohabitation of the new societies will have to be reached within a regional framework. This long-term process needs to be supported by a large public-opinion debate.
